Rosy Torres wants to go to Mexico to visit her grandmother during the holidays as she used to do every few years. During the Bush administration the laws changed and now she needs a passport. She applies for one, but the authorities do not believe she is a legal citizen of USA although she was born in Cook County, Chicago, Illinois.
